Starting from March 1st, 2016, all consumers will receive standard electricity bills. Order no. 88/2015 of the President of the National Regulatory Authority for Energy (published in the Official Journal no. 451 of June 24, 2015) approved the standard bill, in order to simplify the invoice issuing procedure and to allow consumers to be informed on the elements of electricity prices. The Order provides that the standard drafting must be complied with as of March 1st, 2016. The elements to be included in every electricity bill are presented to you hereinafter.
WHAT IS THE PRICE COMPOSED OF ?
The electricity bill must include a set of essential data, such as: the supplier’s address and coordinates, the consumers’ address and the address where electricity is consumed, the invoiced products (electricity, excise, contribution for cogeneration, the fee corresponding to green certificates, the radio-TV fee, VAT, any balance, if the consumer has not paid the previous bill), as well as a comparison between the previous bill and the current one, with respect to the invoiced fee.
Moreover, the bill has to contain information with respect to the invoicing manner – estimation or auto-reading (the client read the meter and sent the reading to the supplier).
We hereby remind you that Government Decision no. 1215/2009 approved a State aid scheme for cogenerated energy (joint production of electric and thermal power); this scheme is borne by each consumer and increases the amount of the electricity bill.
Furthermore, the value of green certificates (titles certifying the production and delivery, by an energy producer, of one Megawatt of renewable energy) is also included in the bills received by consumers, which, from now on, will better understand how electric energy prices are calculated.
